could the mayor gotham as shown in the dark knight be a villian in sequels as i thought that he looked suspicous and sort of a madman

As I recall I don't think there has been a evil mayor in any batman comics/movies/tv/anime but as chris nolan put it when he killed rachel dawes off no character is safe or the same as other versions of them.

The mayor in Year One was a crook. He was at the dinner party with Carmine Falcone, which Batman interrupted. He also appears in Long Halloween.
I'd like to see the Mayor support Gordon, so long as he promises to keep the hunt for Batman ongoing. He should also be part of criminal conspiracies - especially if Black Mask is involved. He tries to keep Gordon out of harms way, if you catch my drift.

i don't think so...that mayor gotham will be a villain int he sequel..
Nestor Carbonell is a GREAT actor previously starring as Richard Alpert in Lost and Batmanuel in the live-action The Tick series (VERY underrated). As much as I loved seeing him as the mayor in TDK, the comics do see an eventual stubborn, by-the-book Gotham Mayor at odds with Commissioner Gordon and his "special" unit, threatening to bring Gordon's career to an end and taking down "the vigilante known as Batman" himself with the help of an outside detective he forces into Gordon's unit, Bullock. This would be a good time in Nolan's series to have this new mayor win the next election with his "anti-corruption, no-nonsense, by-the-book, faith in the system" platform and take the lead in using the city's resources to give Batman a hell of a problem. Who plays Bullock? It's kinda been mentioned around here already, but I really do like James Gandolfini for that one. As for the new prick mayor? Read the title. I think his look, sound, and acting cred fits right in.
