I have this old Batman comic. My cousin gave it to me in around 1996 -- that's 12 years ago. It's an Arabic version which used to be published in Egypt by an independent publisher under license from DC Comics.
In Arabic the title roughly translates to "Man of Randomness (judges Batman)" - issue no. 26. That villain decided that all Gotham's businessmen were corrupt and wanted to judge them. He broadcasted the event on TV for all to see. Robin is there by the way. I've included a screen shot.
I need to know what series this particular comic belongs to so that I search for more like it. I liked the art and the relative shortness of the comic.
