If Danny Devito didn't get the role of Penguin, who do you think would have gotten the role? I don't know anyone else with his size so I don't have a guess.

Danny Devito was the only choice to play the penguin while the writer, Daniel Waters, wrote the part of The Penguin with Danny Devito in mind. You're right though, there isn't anyone else that could pull off the penguin like Danny Devito

I see. I think he performed well as the Penguin and maybe it helped that the script for that villain was designed for him.

well he was born deformed, and as a baby locked him in a box, until he shows his first signs of homocidal tendancies killing the family cat, his parents take him and drop him in the sewers and abandon him. he must grow up down there and is just nicknamed The Penguin as he is short and deformed. Danny Devito plays this role so well, and is a great film in the batman franchise
