There have been many rumors reflected even through IMDb about the 2012 B3. Here is some clarity. (Feel free to look it up. It's not difficult to find.)
1. Cody Souza has NOT been tapped to play Robin. Word is someone is playing a practical joke on him and us. For better or worse, it is all but certain that Robin will never appear in a Nolan/Batman film. 2. Joseph Gordon Lewitt has been tapped, among others, to play Riddler although discussions have hardly started if they even will. Other highly interested parties include Leonardo DiCaprio. No word of David Tennant, Johnny Depp, or Michael Emerson having any interest or having been approached about the role. (It does appear, however, that Riddler is almost certainly part of the B3 story at this point.) 3. Nolan and co. remind us that Penguin and Freeze are definitely NOT on the table. When questioned about Ivy and Man-Bat, he did not respond as firmly. 4. There is nothing at all to suggest that Nolan has changed his mind on not bringing back Joker and/or Two-Face. It appears at this point that his decision has not changed. 5. The strongest rumor about Catwoman today is not who might play her, but if Selina Kyle has been spotted by a source close to the screenplay in production. No confirmation either way by anyone yet. Nolan has never stated that he wouldn't use her. 6. New Orleans has been rumored to be the setting for 50% of principle photography. No mention on whether Nolan is aware of this rumor or if there's some aesthetic benefit to the story to shoot there. Filming in NE would be cheaper than other high profile locations and the Green Lantern film is being shot there. I'll add more below as the facts and rumors develop.

Chris Nolan himself has revealed that the title of the next Batman movie is Dark Knight Rises (yuck) and Riddler will NOT be in it (hmm).

Tom Hardy will play Bane. Anne Hathaway will play Catwoman. Joseph Gordon Lewitt seems more likely to play some role in TDKR. (I think he already looks a lot like the Holiday Killer from Long Halloween.)
