Anyone up for a spirited debate regarding the sanity of Batman's rogue's gallery? I always found it unlikely that ALL the villains got carted off to Arkham when they were caught - after all, some are pretty clearly sane. For others... well, it gets interesting. Here's my list of major villains, and whether I think they belong in Blackgate or Arkham.
